As we have discovered, there has been a lot of confusion about what this document achieves. The description in the PR should be clear enough.' Feedback welcome. Improvements are always possible. As noted, the chairs are looking for feedback, but our expectation is that we will move on this, as a distinct improvement over the currently-terrible text.
