The one that replies first to NBP of the type "IPGATEWAY"
on this zone, i beleive.
Now, some implementations might respond to this NBP type 
BEFORE actually sending Forward Requests to other routers 
on the same zone just to make sure that other gateways will not
steal its MacIP clients.
