Seems reasonable to me, but now that I look closely, it needs a bit more
tweaking because this document both lays out the registration requirements
as well as specifying the actual procedure. I ended up with:

   This document specifies the criteria for media type registrations and
   defines the procedures to be used to register media types (Section 5) in
   the Internet Assigned Numbers Authority (IANA) central registry.
