There was a government agency which organized a workshop last 
January. The IAB could have asked someone to be there if it wanted to 
talk to government officials which were interested in the topic.

Someone would have to request a "BoF" if the person is interested in 
getting the IETF community to work on an "age verification" 
standard.  There are other aspects as well (please see the message 
from Henning Schulzrinne).

I would look into whether the requirements are workable and whether 
the solution will be deployed in more than one jurisdiction [1] 
instead of assessing whether the government is reasonable or not.
