Hi Mark,

Thanks for sharing your thoughts on "technical standards bodies are 
regulators".

There were several efforts over the years on taming particular 
aspects of the Internet.  The discussions about the "taming" take 
place in Internet Governance fora.  One of the concerns is the impact 
of very large online platforms at a national level.  Some (legal) 
regulatory bodies have the leverage to tackle that concern.  Other 
regulatory bodies adopt blunt tools, e.g. switching off the Internet 
at the national level.

You mentioned policy considerations.  On one hand, ignoring policy 
considerations is somewhat unrealistic nowadays.  On the other hand, 
it is difficult to fit in such considerations in technical discussions [1].
