I mean the library is intended to work correctly as long as you pass it
RFC-compliant input, and it will return to you RFC-compliant output.  It
doesn't know anything about the environment around it (and shouldn't need
to).

The filter that invokes the library is where all the milter-specific
handling happens, converting data with milter quirks into their
standards-compliant equivalents (e.g., the folded header field terminations
you mentioned earlier), for example.
