"Informational" generally means for that, the document, if approved,
is additional literature for the community to read.
The last paragraph in Section 1 of the draft is about the status of
the document. Here's the beginning of first sentence in that paragraph:
"The status of this document is literally a draft, ..."
The authors also said that it is a "proposed "starting point for a WG".
