The RFC editor usually turns tables like this into a definition list `<dl`, which IANA knows how to process.

(The ugly thing is that such an edit both changes the TXT and the HTML/PDF renderings.
This is a bug in RFCXMLv3, which was fixed [via `<artset`] for artwork but not for tables.
But maybe IANA Considerations sections aren’t the favorite reading material of many people anyway.)
