Hi dear Mirja,

Yes, the wording in PR #44 covers the case I had in mind. Thank you
for adding it.

A request that reaches a policy boundary and is refused is an
observable event, even when nothing is dispatched. We do not need to
recover the agent's internal reasoning to record that decision.

I would leave the required events and disclosure details to the later
audit profiles, rather than add another charter deliverable. Those
profiles should say what their record producers cover, so a missing
record is not mistaken for proof that nothing happened.
