Sure, actual packet rate is dependant on a lot of things.  But (correct me
if I'm wrong) SMAXPR is how you signal a maximum packet rate for use in the
TMMBR algorithm above, and so should be in some variation of packets per
unit time, and my assumption is that we don't need any higher resolution
than integer packets per second.

I don't understand how it could be in bits per second...
