This draft has been updated with general document improvements. There are
no technical changes to the proposal.

   1. Added some background material about UTC and TAI
   2. Added leap-second example from the presentation I prepared for IETF
   84 but ran out of time and will give at IETF 85 -
   http://tools.ietf.org/agenda/84/slides/slides-84-avtcore-8.pdf
   3. Spelling corrections
   4. Changed reference style from labeled to numbered
   5. Added reference for leap-second elimination question
