Dear Avt'ers:

Please read and comment on the latest version of  the draft "RTP with  
TCP Friendly Rate Control".

Main changes to the draft include:

1. Guidelines for how to deal signal RTCP bandwidth requirements in  
Section 7.
2. Use of 1 header extension for both RTT and send timestamps  
(Section 5).
