Dear Avtcore Colleagues, 

Authors has done significant updates in evc-02 compared with evc-01 (2 years ago). Per WG agreement at that time, EVC RTP payload format will align some of the core design principle as VVC RTP payload format (RFC9328). The major change summary is following.

1. Updated introduction text. 
2. Updated section 4, EVC Payload header usage
3. Updated section 5, packetization rules, 
4. Updated section 7, payload format parameters. We added EVC SDP optional parameters
5. Updated section 8, Feedback message.
