[AVT] Working group last call: draft-ietf-avt-ulp-20.txt

We believe this revision addresses the comments from the earlier  
working group last call, and that the ULP draft is now ready to go to  
the IESG. If there are any remaining objections, please comment to  
the list by 26th January 2007.
