[babel] Document Shepherd review of draft-ietf-babel-rtt-extension-02

Hi,

This document looks to be in good shape. I did notice a few little things
and have some suggestions as below:

Abstract: Although I think the title is OK, in the abstract, I'm not sure
"symmetric delay" is explicit enough. I would suggest "symmetrically
measured round trip time".

Section 1, last paragraph: I don't think I've heard "high granularity" used
before. Usually it's "fine" or "coarse". Perhaps "the high granularity of
the timestamps used" -> "the use of fine grained timestamps".

Section 3.2, beginning of 2nd paragraph after sequence diagram: "the is is"
-> "the algorithm is"

Section 6, last line: In different parts of the draft, there are slightly
different words/estimates used to state how long 2**32 seconds is. Suggest
replacing "one hour" with "71 minutes" here to be consistent with the
earlier statement in the draft.

Sections 6.1 and 6.2: The figures have these blank boxes... I think it is
traditional when a field at the end of one line is continued at the
beginning of the next to repeat the field name and add " (cont.)" or, if
there is room, add the full word " continued". So in 6.1 the box at the
beginning of the second line of the figure would have "Transmit timestamp
(cont.)" in it. Similarly in 6.2.

I suspect there will be a complaint later in the processing of this
document that the figures should have captions. To head that off, I would
suggest making the 5 diagrams in the document into Figures with captions. I
think you can just put

<figure> <name>caption goes here</name>

before the "<artwork" and

</figure>

after the "</artwork>".

Perhaps POSIX should have a reference to IEEE Std 1003.2017,
