RFC editor note, as discussed with Adrian and Ron Bonica:

OLD: 
   ACCEPT_OWN handling SHOULD be controlled by configuration, and SHOULD
   default to being disabled. 

NEW: 
   ACCEPT_OWN handling SHOULD be controlled by configuration, and if
controlled by 
  configuration it MUST default to being disabled
