We had solid discussion during the WG meeting in Prague. The room agreed
that this work should begin with a requirements section. The authors
resubmitted the draft as a requirements draft, which does fit the direction
given from the room. So let's take it to the list. Please respond to this
thread with/without support to adopt this draft as a WG item:
