I have read this draft and support adoption.

Comments:

For the Reserved field in Figure 1, the text says that it "SHOULD be
set to 0 on transmission" when it is more common in IETF documents to
say such Reserved fields MUST be set to 0. If "SHOULD" is right, then
the draft should say something about when it would be non-zero.

Apparently the BitPosition and DrEndBitPosition fields in Figure 2 can
be 2, 4, or more octets long, according to the Note further down. But
the sub-TLV size is shown as a fixed 8 octets.
