    ISO 8601:2004 used to be free for a while, so I can send
    you a pdf (239 kB) copy privately.

    Note however that a new standard ISO 8601:2019 in two parts
    (8601-1 and 8601-2) is in force since 2019-02. The first part
    is more or less the same as the old ISO 8601:2004 and is
    available online in a pirate version at
    [http://biaozhun.doc88.com/p-8751736368436.html].
    The second part also used to be available on this site, but
    I cannot find it right now.

    Anyway, in the new ISO 8601:2019, dates without time may well
    have a time zone offset, but only in the new explicit format,
    like:
             2019Y06M19DZ+02H
    In the implicit format 2019-06-16, time zone offsets are still
    not allowed.
