Remember that this is an example for what not to do (and a convenient place to keep the constants around for doing the right thing).

If the timescales used by the various GNSS systems had the same role that GPS time often has in today’s systems, I would agree with your request.  GPS is the oldest of them, and people have been using “GPS time” before realizing they really should be using TAI instead (as an epoch; ignoring the “realization” can of worms).  I haven’t seen anyone make the same mistake for the other GNSS; UTC is just too convenient a time scale not to convert to it right away.  I’m not an expert in those GNSS, so if we want to write text to keep people from making a mistake that it seems they are not making today :-) we’d need to find those experts (no, ChatGPT doesn’t count :-).
