The ownership of what needs to be done to prepare for a situation
where an agreement on cooperation between ITU-T and the IETF on
T-MPLS would be reached does not currently have a clear home in
the IETF, neither are concrete objectives or explicit requirements
well-defined.  The liaison activities that surround this agreement
and proper focus on this work within the IETF are critical, and as
such, the IAB needs to heavily support these activities.

At the IAB meeting October 3 the IAB agreed that the IETF need a
dedicated team that could evaluate "what would need to be
done if the agreement that might come out of the Q12/15
meeting in Stuttgart is progressed".

As a result the IAB decided on a design team approach, the design team
charter will be to come up with a list of tasks need to be done as
a result of the potential agreement and come up with a proposal on how
it should be managed. We believe that some degree of education of people
from the ITU-T side in the Tao of IETF should be planned.

And a reciprocal function would likely be worthwhile as well.

We see this tasked team as a forerunner to the joint team we are about
to set up together with the ITU-T.

Things I see that need to be clarified are:

- which decisions taken by IETF working groups needs to be revisited;
  e.g., only LDP v. RSVP-TE for PWE3?
- where are the incompatibilities between IETF specifications and
  the ITU-T documents
- what type of requirement organization do we need, should we try
  to channel it through existing working groups or start a new
- in what format could we accept requirements from ITU-T
- etc (please add to the list)

It is our take that this design team should include people that have
been actively involved in sorting out the T-MPLS issues up to
now, e.g.:

- someone from the Internet Area
- someone from the Routing Area
- someone from the pwe3 wg
- someone from the mpls wg
- our mpls liaison to the ITU-T
- someone from the IAB
- someone from the IESG

This does not automatically add up to 7 or more people, since we
have certain possible overlap; we should also take care in not
having a to strong representation from one single company.

We want to appoint the design team as soon as possible, and we
will approach people that matches the list above, and of course
we like the recipients of this mail to suggest names.
