The IESG has received a request from the Congestion Control Working Group WG (ccwg) to consider the following document: - 'Increase of the Congestion Window when the Sender Is Rate-Limited' <draft-ietf-ccwg-ratelimited-increase-04.txt> as Proposed Standard The IESG plans to make a decision in the next few weeks, and solicits final comments on this action. Please send substantive comments to the last-call@ietf.org mailing lists by 2026-07-10. Exceptionally, comments may be sent to iesg@ietf.org instead. In either case, please retain the beginning of the Subject line to allow automated sorting. Abstract This document specifies how transport protocols increase their congestion window when the sender is rate-limited, and updates RFC 5681, RFC 9002, RFC 9260, and RFC 9438. Such a limitation can be caused by the sending application not supplying data or by receiver flow control.
