Hi All,

  This update is to address IESG review comments:
  - It moves most of the historical information to appendices
  - It adds a terminology section to define footprints and capabilities
  - It adds the logging and metadata objects
  - It removes the requirement for /32 and /128 IPv4 and IPv6 addresses respectively
  - It removes mandatory-to-implement footprint types
  - It changes the draft from Informational to Standards Track
