Hi All,

  Thanks to Ben for doing a final review of the Semantics draft.  This update has 3 changes:
  1. Change "cache" to "surrogate" for consistency with other documents
  2. Add clarification on what "mandatory-to-specify" means
  3. Clarify text on how empty Logging/Metadata lists should be interpreted
