Here is the proposed new EBML document to added the new attribute we 
need to distinguish between RFC9559 elements and the new ones in the 
EBML Schema (which is the base of all generated specification(s) and code).

We may use a "revision" attribute instead. In this case the new Matroska 
(v5) would be called "v4 revision 1".

We can also add both attributes as they would serve different purposes.
