First, IANAL. But dangerous enough to ask AL. __ 

Asking a lawyer informally (on a non-attribution basis __), I got the following opinion:

- The current patent state seems to be "Expired";
- "Adjusted expiration" is approximately 20 years from the filing date, doesn't seem to imply status;
- [now listen!] Patent owner *can* reinstate the patent that expired due to non-payment of the fees, by filing a petition to USPTO.

"Whichever organization is running the standards panel, should ask for a formal legal opinion."
"If Qualcomm is part of your panel, they should be asked to clarify if a formal *declaration of abandonment* has been filed with the USPTO and the other countries listed."

Which means to me - unless we can get a statement from Qualcomm saying that they either won't reinstate this patent or will grant royalty-free license to any use within IETF standards, it's a legal no-go.
