All of the RFC2119esque SHOULDs and MUSTs in the document are wrong 
in that they are not about interoperability, but are instead about 
cryptographic goodness. The reference to RFC 2119 should be removed 
and all MAYs, SHOULDs, and MUSTs should be lowercased.
