[core-parameters] Content-Format registration review request for application/yang-sid+json

The document draft-ietf-core-sid has been newly updated to include a registration request for the media type application/yang-sid+cbor and one for a corresponding content-format.

The registration text for the latter as of the current editor’s draft is provided below.

   This document adds the following Content-Format to the "CoAP Content-
   Formats", within the "Constrained RESTful Environments (CoRE)
   Parameters" registry, where TBD1 comes from the "IETF Review" 256-999
   range.
