Hi Marco, all,

I had implemented -10 which, apart from a couple of corner cases, was quite straightforward.
I’m looking at the delta between -13 and -10 and the changes I see are all improvements for clarity and consistency (e.g., the text added to §2.1,  §5.1, §5.2.1 (all new), and §6.1), which is great.
The IANA block is also in very good shape.
