No, because this is a factual statement -- due to how CoAP multicast
edrrors work, it can't succeed. It is not an interoperability
requirement. If some CoAP transport had a multicast where error
responses are available and cheap, things can all of a sudden work.

No; better wording is "refuse" – it's a policy decision with negative
outcome.

I'd rather not spell out codes, because this can be 4.03 "I just won't
let anybody", 4.01 "I'd let you use such options if your token said you do
that responsibly" or 451 "They'll beat me with a stick if I let you do
that".

That may happen, yes. But at that point the response is out from the
server, and spurious RSTs to NON responses can generally happen (eg.
after client reboots). So it wouldn't be a surprising behavior.

(I haven't seen it implemented that way; for the relevant case 7252 says
that "Rejecting a Non-confirmable message MAY involve sending a matching
Reset message").
