Thank you for the note. 

FWIW, as there is no existing code that can be mapped to what we are doing in the block draft, we just picked the first available value in https://www.iana.org/assignments/http-status-codes/http-status-codes.xhtml#http-status-codes-1 and cross check with https://www.iana.org/assignments/core-parameters/core-parameters.xhtml#response-codes, hence 4.18. 

We can change to 4.19.
