That sounds like a good plan.

I don't mind this; the introduction of three types was rather late in the
document, in an attempt to clarify what considerations applied to whom.

In here, we talk about the three types for where they get the old values.
That's paragraph two.  Paragraph three explains how that is fed into a tool,
and thus "take into account any previously published SID file"

So your comment has me rather lost.
