Re: [core] I-D Action: draft-ietf-core-senml-versions-01.txt

I mostly updated the references (RFC8798 is now published) and started to use RFCXMLv3 superscript notation for exponentiation (which is bungled in plaintext, for which I added a note).  Next week we should discuss whether this needs any further work.
