I have read draft-fossati-cose-profiles-00 and I think it should be adopted.
My quibbles:
  * MUST use CDDL [RFC8610] to fully specify the syntax rules for the profile

I think SHOULD is enough. I think that documents which are using CORE-SID
(YANG) might not want to mix CDDL into YANG.  Such as
draft-ietf-anima-constrained-voucher, or rather now draft-ietf-anima-rfc8366bis.

specifically, you probably want v5 name based UUIDs.
