The registration procedure for integer values -256 to 255 in the CBOR Web Token (CWT) Claims registry is Standards Action, which requires a standards-track I-D approved for publication by the IESG. Therefore, the IESG-designated experts would not be able to approve the assignment as requested.

If you want a value from the Specification Required range, let us know and we'll contact the IESG-designated experts and ask them to review the request. Please note that a permanent public specification is required. See RFC 8126, Section 4.6 for more information:
