Why not DNS wire format? i.e. concatenate the usual encoding of
(1) the trust anchor DNSKEY + RRSIG DNSKEY RRs;
(2) for each intermediate zone cut,
(2a) the delegation DS + RRSIG DS RRs;
(2b) the apex DNSKEY + RRSIG DNSKEY RRs;
(3) the final RR set + RRSIG.
