Is that this: https://datatracker.ietf.org/doc/draft-tjw-dbound2-problem-statement/?  Because there doesn't seem like a lot of content in it.

I'm prepared to talk about https://datatracker.ietf.org/doc/draft-sullivan-dbound-problem-statement/ and all the history.  I expect I'll be at the BoF, but I have a thing immediately before that I can't walk out of so if I'm late I apologise.  Note that I am pretty sceptical the current state of affairs is actually well enough understood to do work and I _can't_ say why I think it will work this time though I _could_ say what might be different.

I'll have no slides if you want me to do this.
