Dear WG,

sorry for being very slow with publishing this new version - this is 
mainly due to some events beyond of my control.

This version removes the asynchronous flow from the base spec, as 
discussed in IETF 125 WG session. The code points of async flow are kept 
as "reserved" for the compatibility.

Looking forward to reviews of this version.

PS: I will publish soon a separate document with the async flow for 
completeness and will focus to close all remaining open issues in this 
reduced core document.
