This update addresses the last two comments from IESG:

- removed 2119 normative language

- add an extra paragraph about pervasive monitoring. It elaborates a
bit about how PM can glean information from DHCPv6.

The document is now approved by IESG and should appear in RFC-Ed queue
shortly.
