[dhcwg] A simple way of doing DHCP auth

Hi all,

Here is an alternative DHCP auth method, which is simple and brings  
quite few changes to current DHCP protocol and DHCP servers. This  
method has been presented in BBF before and needs further work in IETF  
for it to move forward. Because of visa problem, I couldn't attend  
upcoming meeting and missed the deadline of uploading this draft.
