Draft last call and adoption announcements

  These two drafts will be submitted as a package to IESG.
  draft-volz-dhc-dhcpv6-srsn-option-00 was accepted as a WG work item
  on Oct 27.

  Clarifies text in 3315 about where client sends response to
  Reconfigure, and that Reconfigure message can cause client to send

  rather than as an errata.

  brief review in WG meeting.  WG to discuss revised charter on WG
  mailing list.

  Need to confirm with IEEE 802.21 about need for this option and
  about design in IEEE 802.21 WG.
