Hope everyone’s doing well ! Glad to see action on the list again as the next meeting nears.

The ICRC has been busy these last few months so thought I’d share a few updates with everyone that are of course of particular relevance to use case 5.5 (i.e., Protective Emblems under the Geneva Conventions, their Additional Protocols, and the 1954 Hague Convention)

CYCON: First, we had a really incredible panel at this year’s CyCon (https://ccdcoe.org/cycon/ ) organized by NATO’s CCDCOE. The CCDCOE was generous enough to give us a plenary platform – meaning all eyes at CyCon were on the Digital Emblem Project! The panelists came from the ICRC, UNESCO, Cloudflare, Microsoft, and the Estonian Armed Forces (EDF), with a brilliant academic moderating. I really enjoyed this panel more than most – especially how aligned we all were despite coming from an incredible range of background on this highly important use case.  The questions were also fantastic. As a massive bonus, you can see Tommy Jensen in a suit 😊

GLOBAL LAUNCH OF PHASE II: Second, as many of you know, given some of you even participated in person or online, we organized the Global Launch of Phase II of the Digital Emblem Project last week at CERN – the birthplace, as you all know, of the World Wide Web. This was a real milestone – wow. We didn’t just mark the transition to the next phase - the coalition behind a digital red/cross/crescent crystal and other protective IHL emblems was already broad – but now, they saw eachother and saw the buy-in from an incredible range of stakeholders. We may live in difficult times, but seeing so many people from so many different professions rally together for this humanitarian endeavour was incredibly touching.

The event brought together senior representatives from states, international organizations, the Red Cross and Red Crescent Movement, the technology sector, cybersecurity organizations, and academia. Together, we established a clear and compelling narrative for Phase II to translate an established humanitarian idea into the digital environment. Public reactions to the launch largely reflected this understanding and recognized the project as a forward-looking effort to keep IHL relevant in increasingly digitalized armed conflicts. We also were thrilled to have so many high-level speakers – from the ICRC’s Director-General, to the ITU Deputy Sec Gen, to Switzerland’s UN Geneva Ambassador, and several others. The issues that were discussed on the mailing list or on github were all addressed in one way or another. Sarah and I would like to thank the authors for driving towards compromise on many of the issues that were still open.

This WGLC is an attempt to determine any remaining areas where we do not have rough consensus on these requirements. As a reminder, we are not planning to publish this document as an RFC, so we are much less interested in typos and NITS, provided they do not distract from the content of the requirements.
