I'm no expert in this area, but the draft seems like a sound idea to
me.  Amost "obvious", in that typical video encoding systems generate
packets of different values, and the DSCP fields of the packets should
reflect that.

What I read of the text envisions that middleboxes would look into the
RTP packets and modify the DSCP field of the IP header accordingly.  But
similarly, the endpoints that generate the video RTP packets should set
the DSCP fields according to this document as well.

Perhaps if video sources consistently and properly set DSCP fields, we
can convince network operators to respect DSCP by default.
