The May 23 deadline is for scheduling a BOF at IETF 123. Dispatch is a working group that is already being scheduled, so that date doesn’t apply. The result of having your proposal dispatched could be that you should hold a BOF, but if so that would be at a later IETF meeting.

Sure. The biggest requirement is that you have an Internet-Draft describing your proposal, and you already have that. If you want to revise it ahead of the meeting, you need to do that by the Internet-Draft cutoff, which is July 7. If you’re presenting, we will also need for you to prepare a few slides with a very top-level description of your proposal, which we need a few days before the meeting. So you have plenty of time to gauge interest and decide whether or not to present.
