Related to Mark Nottingham's presentation in DISPATCH today, wherein he
proposed registering a URL scheme called "secret-token":

If that work requires no specific development and is this basically just an
IANA action, DISPATCH can under its current charter take on that work item
directly.  If we think that's a reasonable path forward here, I'm happy to
shepherd it.
