The SIP Forum work on UA config is nearing completion and "last call" of the specification is expected to start in a couple of weeks. The latest draft (v17) is available here:
http://www.sipforum.org/component/option,com_docman/task,doc_download/gid,361/Itemid,261/

There is an accompanying presentation that Scott Lawrence put together and presented at SIPit to an interested audience. This is available here:
http://www.sipforum.org/component/option,com_docman/task,doc_download/gid,321/Itemid,261/

Note that the specification has changed considerably since we last presented to DISPATCH.

We were hoping to find a room to present the work to interested IETF folks, but we failed to do so. However, I would be prepared to talk it through informally to anybody interested. We can meet at 08.00 Friday at IETF registration. Let me know if interested, and also bring your own downloaded copy of the presentation, since there won't be a projector.
