Section 10.2.1. should be removed once the allocation is done. The text 
says "(RFC EDITOR NOTE: THIS SECTION TO BE REMOVED BEFORE PUBLICATION)". 
It might have been better to describe an IANA action rather than at RFC 
EDITOR action, but the intent is clear.
