My primary concern is that this document create a new requirement 20+ years after the creating of IDNs. My secondary concern is that you are tying this to a static version of the Unicode Standard. My tertiary concern is that the draft indicates that there is agreement in the IETF IDN community on the correct direction to go, and that is absolutely false.
