We had a DBOUND working group that tried and failed to do that.  For 
DMARC, we don't really care where the boundaries are, only if someone up 
the tree has a default policy.

Um, perhaps talk to them and let us know what they say?  The registrars I 
know are all using GDPR are an excuse to publish nothing at all.
