I've re-read the -08 version and it is good to go.

Ted addressed my main concern with suitable changes.  My other comments were
more subjective nits and were sufficiently addressed one way or another, and
weren't blocked anyway.  I have no outstanding issues.

Sorry for missing the assigned deadline of yesterday.  We're dealing with some
historic flooding here in central Vermont and it is only by lucky happenstance
that I noticed this re-review was assigned to me with such a short turnaround
time.
